Kolat is a god, a brother of Orlanth whom is known as the spirit herder. Orlanthi do not worship him, formally, thus sacrifices to him (as events sometimes require) may or may not be effective. Your godstalkers won't be able to divine this for you.
Kolat is worshipped by the shamans and other folks who have frequent interactions with the spirit world.
